What this is. Naval Letter Builder is a private, third-party commercial software tool published by RoxyKovu LLC, a North Carolina limited liability company. It helps users draft correspondence formatted to SECNAV M-5216.5 and related Department-wide marking guidance. It is a formatting aid only.
What it is not. It is not an official U.S. Government or Department of Defense information system. It carries no Authority to Operate (ATO), does not run on any Government network, and has not been reviewed, certified, or accredited by any Government entity. It does not provide legal, policy, classification, records-management, or operational-security advice, and it does not guarantee that any command, reviewer, or authority will accept a document it produces.
You are the responsible party. You remain solely responsible for verifying every output against the controlling manual and your command's policy, and for the content, marking, handling, and release of any document you create.
Acceptance of terms. By accessing or using this tool you acknowledge that you have read and agree to all terms in this notice, including the No Affiliation and Legal sections. If you do not agree, do not use the tool.
Independent vendor; no Government affiliation. RoxyKovu LLC is an independent commercial software vendor. This tool is not affiliated with, endorsed by, sponsored by, approved by, certified by, or associated with the United States Government, the Department of Defense, the Department of the Navy, the United States Marine Corps, the United States Navy, the Secretary of the Navy, or any other Federal department, agency, component, or instrumentality. No such affiliation, endorsement, sponsorship, or approval is claimed or implied. Neither the Department of Defense, the Department of the Navy, the United States Marine Corps, nor any other Federal department or component has approved, endorsed, or authorized this product or RoxyKovu LLC.
References to Government publications and marks are descriptive only. References to "SECNAV M-5216.5," "DoD," "Department of the Navy," "Marine Corps," related issuance numbers, and similar names are used solely to identify the formatting standard the tool implements and to describe compatibility with that standard. Such references are nominative and descriptive; they do not indicate origin, sponsorship, or endorsement by any named entity. All Government names, seals, emblems, and marks remain the property of their respective owners.
Government works are in the public domain. SECNAV M-5216.5, SECNAV M-5210.2, DoDI 5200.48, and similar issuances are works of the U.S. Government and are not subject to copyright protection in the United States (17 U.S.C. 105). The tool implements the publicly available format rules in those works and reproduces no proprietary Government software or protected content. To the extent any portion of a referenced work was authored by a contractor or incorporates third-party material, no claim of public-domain status is made as to that portion.
Seals and emblems. Any seal, emblem, or insignia the tool can place in a document is provided only as a formatting element that the user may incorporate into the user's own official correspondence, consistent with the user's own authorization to do so. RoxyKovu LLC does not use any Government seal or emblem as its own brand or source identifier and claims no rights in any such seal or emblem. You are solely responsible for ensuring that any use of a seal, emblem, or marking in a finished document is authorized and appropriate.
No warranty. The tool is provided "AS IS" and "AS AVAILABLE," without warranty of any kind, whether express, implied, or statutory, including without limitation any implied warranties of merchantability, fitness for a particular purpose, title, accuracy, and non-infringement. RoxyKovu LLC does not warrant that the tool is error-free, that its output is complete or compliant, or that it will meet any particular requirement.
No professional advice; no relationship. Nothing produced by or contained in the tool is legal advice, classification guidance, records-management advice, or official policy. Use of the tool creates no attorney-client, consultant, or fiduciary relationship. For authoritative guidance, consult your command, servicing legal office, security manager, or records manager.
Limitation of liability. To the maximum extent permitted by law, RoxyKovu LLC and its members, officers, employees, and agents will not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of data, mission impact, rejected correspondence, mismarking, spillage, or disciplinary or administrative consequence, arising out of or relating to use of or inability to use the tool, even if advised of the possibility of such damages. To the extent any liability is not excludable, the total aggregate liability of RoxyKovu LLC will not exceed the greater of the amount you paid to use the tool or USD $0.
Indemnification. You agree to defend, indemnify, and hold harmless RoxyKovu LLC and its members, officers, employees, and agents from and against any claims, damages, liabilities, costs, and expenses (including reasonable attorneys' fees) arising out of or related to your use of the tool, the content of your documents, your handling or mismarking of controlled or classified information, or your violation of any law, regulation, or command policy.
Governing law and venue. This notice is governed by the laws of the State of North Carolina, without regard to its conflict-of-laws rules. The exclusive venue for any dispute is the state or Federal courts located in North Carolina, and you consent to their jurisdiction.
Severability; updates. If any provision of this notice is held unenforceable, the remaining provisions stay in full force. RoxyKovu LLC may update this notice at any time; continued use after an update constitutes acceptance of the updated terms.
Your draft stays on your device. Everything you type stays in this browser tab. No field you fill in is transmitted to RoxyKovu LLC or any third party. There is no analytics, tracking, telemetry, advertising, or beacon of any kind.
Local storage only. Drafts persist in your browser's localStorage on this device. The .docx and PDF exports are generated entirely client-side and download directly to your machine. Your letter content is never uploaded to any server.
No network access at all. The page's Content Security Policy permits outbound connections only to its own origin (connect-src 'self'); there is no allowlisted third party. The optional Import feature's OCR and PDF libraries (Tesseract.js, pdf.js, mammoth, and the offline trained-data model) are self-hosted in this app's own files and load from the same origin as the page, never from a content-delivery network. No field you fill in, and no library load, ever leaves your browser, whether or not you use Import. The tool accesses no Government IT system or network and runs entirely in your browser.
Shared workstations. Because drafts persist locally, clear your browser storage when using a shared or kiosk workstation.
Web build scope. This hosted version accepts UNCLASSIFIED, CUI, and legacy FOUO only. Confidential, Secret, and Top Secret are deliberately disabled in the interface and enforced at the application's state layer, because public-internet hosting is not an appropriate enclave for classified drafting. Do not attempt to use this hosted tool for classified information. For classified-level work, use an approved capability on an authorized, enclave-issued device.
CUI handling is your responsibility. Complete your annual DoD CUI training before marking any document as CUI. Apply and verify all markings on the final document per DoDI 5200.48 and DON CIO Revised CUI Marking Guidance. The tool's marking assistance is a convenience, not a control; you are the marking authority and remain responsible for correctness.
Operational security and appropriateness. Use the tool only on a workstation and network appropriate for the sensitivity of what you are drafting. You are responsible for operational security, for preventing spillage, and for controlling dissemination, storage, and destruction of any output per your command's policy and applicable law. Content you create may be subject to export-control or other handling requirements; compliance is your responsibility.
Transport and headers. Served over HTTPS via CloudFront with HSTS, X-Frame-Options DENY, frame-ancestors 'none', a restrictive Permissions-Policy (camera, microphone, geolocation, and clipboard disabled), and a page-level Content Security Policy. The S3 origin is private with server-side encryption at rest.
Bundle integrity. Each deployment writes a public deployment manifest recording the SHA-256 of the shipped bundle, so the served file can be independently verified against what was built. The application is a single self-contained file with no server-side execution of your data.
Fully offline once loaded. After the page loads, the tool makes no further network requests of any kind. The 2,240-entry SSIC database, the SECNAV rule engine, the seal, and the .docx emitter are bundled inline, and the optional Import feature's OCR and PDF libraries are self-hosted on the same origin, so even Import never reaches an outside server. A self-contained desktop copy is also available for environments where loading the website is not preferred.

Per SECNAV M-5216.5 §7-2.14, the signature line is your first initial, middle initial, and last name in ALL CAPS, no rank, no complimentary close. Your rank shows up on the letterhead, not the signature.
